MRV Platform Filing

We act as your technical agent for MOCCAE's Integrated Emissions Quantification Tool (IEQT) — managing registration, data submission, verifier coordination, and everything in between, through to your official Compliance Certificate.

What is the MOCCAE MRV system?

MRV stands for Monitoring, Reporting, and Verification — the three-step process at the heart of UAE climate compliance. MOCCAE's national MRV system is the government's mandatory digital platform for collecting, validating, and publishing national GHG emissions data. Its interface for businesses is the Integrated Emissions Quantification Tool (IEQT) — the portal where all designated UAE entities must submit their annual GHG reports. The IEQT was officially launched in October 2025 and is the only accepted channel for regulatory GHG submissions under Federal Decree-Law No. (11) of 2024.

What does 'filing' actually involve?

Filing through the IEQT is not simply uploading a PDF. It requires entity registration, structured data entry across multiple emission categories, upload of supporting documentation, coordination with a MOCCAE-accredited third-party verifier, and final submission with a linked Verification Statement. Errors, missing fields, or unaccredited verifiers will result in a rejected submission — which counts against your compliance record.

Step 1 — Entity registration

Your business must first be registered as a 'Source' entity on the IEQT. This requires company documentation, an authorised signatory, and correct classification of your entity type and sector — before a single emissions figure can be submitted.

Step 2 — Structured data entry

The IEQT requires emission data entered in a specific structured format by category (Scope 1 combustion, Scope 1 process, Scope 2 electricity, etc.) with supporting activity data, emission factor selection, and calculation methodology references — not a summary number.

Step 3 — Verifier coordination and final submission

Before final submission, a MOCCAE-accredited verifier must review and sign off your inventory. The verifier's statement is uploaded alongside your data. The platform then issues a submission confirmation and — upon MOCCAE review — a Compliance Certificate.

Who must file through MOCCAE's IEQT?

All entities formally designated as 'Sources' under Federal Decree-Law No. (11) of 2024 must register and submit through the IEQT. High-Carbon Emitting Entities (HCEEs) — those with combined Scope 1 and 2 emissions of 500,000 tCO₂e or more — had a registration deadline of 28 June 2025. All other designated entities must complete their first verified submission by 30 May 2026. Free zone companies are not exempt.

Verification statement upload

Once the verifier issues their signed Verification Statement, we upload it to the IEQT alongside your emissions data, completing the mandatory verification linkage that MOCCAE requires before accepting the submission.

Final submission and confirmation

We submit the complete filing through the IEQT, monitor submission status, and respond to any MOCCAE requests for additional information or clarification. You receive confirmation of submission and, following MOCCAE review, your official Compliance Certificate.

Evidence archiving

We archive all submission records — IEQT confirmation, verification statement, supporting data, and MOCCAE correspondence — in your 5-year Evidence Vault, meeting the record retention requirement under Article 6 of the Decree-Law.

Why It Matters

The business case

Filing through MOCCAE's IEQT is a legal obligation under Federal Decree-Law No. (11) of 2024. Failing to submit — even if you have prepared a GHG inventory — constitutes non-compliance and triggers fines of AED 50,000–2,000,000.

The IEQT requires structured data entry and specific documentation formats. A submission that doesn't meet platform requirements will be rejected — starting the clock on a repeat violation.

MOCCAE-accredited verification is mandatory before submission. Submitting without a valid Verification Statement from an accredited verifier will result in rejection regardless of data quality.

Your Compliance Certificate is increasingly required by banks (for ESG-linked loans), real estate developers (for green building certifications), and large corporate clients (for supply chain ESG qualification).

Filing on time protects your eligibility for UAE government procurement. Entities with unresolved compliance violations risk exclusion from federal and emirate-level tenders.
