Laws & standards you need to know
Federal Decree-Law No. (11) of 2024
The UAE's primary climate legislation mandating all entities to measure, report, and verify their greenhouse gas emissions. Sets mandatory MRV obligations, penalties of AED 50,000–2,000,000 for non-compliance, and establishes the National GHG Registry. Compliance deadline: 30 May 2026.
GHG Quantification & Reporting at Organisation Level
The international standard for designing and developing organisational-level GHG inventories. Defines principles for quantifying Scope 1, 2, and 3 emissions, boundary setting, data quality, and uncertainty management. Referenced directly in UAE MRV guidelines.
Corporate Accounting & Reporting Standard
The globally dominant framework for corporate GHG inventories, developed by WRI and WBCSD. Introduces the Scope 1/2/3 classification system adopted worldwide. UAE regulators accept GHG Protocol-aligned submissions as compliant with national MRV requirements.
UAE Ministry of Climate Change MRV Guidelines
MOCCAE's sector-specific Measurement, Reporting and Verification guidelines. Covers approved emission factors for UAE energy, transport, waste, and industrial processes. Defines submission templates, verification body accreditation requirements, and National Registry procedures.
UAE Net Zero by 2050 Strategic Initiative
The UAE's national commitment to achieve net-zero emissions by 2050, announced at COP26. Requires public and private sector alignment on decarbonisation pathways. Drives mandatory reduction targets embedded in Federal Decree-Law No. (11) and shapes long-term compliance obligations for businesses.
