The UAE's National MRV Transparency System — incorporating the Integrated Emissions Quantification Tool (IEQT) — is the mandatory digital platform through which all businesses covered by Federal Decree-Law No. (11) of 2024 must submit their annual GHG emissions data to the government.
What is MOCCAE MRV System?
The UAE National Measurement, Reporting, and Verification (MRV) Transparency System is operated by the Ministry of Climate Change and Environment (MOCCAE) as the central government mechanism for collecting, validating, and publishing national GHG emissions data. Its core interface for businesses is the Integrated Emissions Quantification Tool (IEQT) — the mandatory digital portal through which all designated entities submit their annual GHG reports.
The IEQT was officially launched on 15 October 2025 at GITEX Global 2025 in Dubai, making the UAE the first country in the MENA region to operate a nationally integrated system that combines GHG emissions monitoring with air quality tracking in a single platform. The system reduces annual emissions inventory reporting time by approximately 80% — from 15 months to 3 months — and streamlines the reporting workflow from 11 manual steps to 4 automated ones.
The MRV system was developed over four years (2021–2025) through three pilot testing phases involving government bodies, industrial operators, and private sector companies. It consolidates national emissions data coordination from over 240 entities down to 7 coordinating bodies, dramatically improving national reporting efficiency and accuracy.
For businesses, the MRV platform is not optional. Entities designated as 'Sources' under Federal Decree-Law No. (11) of 2024 must register on the IEQT, submit verified annual GHG inventories, and maintain audit-ready records. Failure to submit through this platform — even if a GHG inventory has been prepared — constitutes non-compliance and is subject to the law's penalty provisions.
What the Mandatory Government Platform requires
Mandatory Registration on IEQT
All entities designated as 'Sources' by MOCCAE or the relevant Emirate authority must register on the Integrated Emissions Quantification Tool. High-Carbon Emitting Entities (HCEEs, ≥500,000 tCO₂e/year) were required to register by 28 June 2025.
Annual GHG Report Submission
Registered entities must submit a verified annual GHG emissions report through the IEQT portal. Reports must include activity data, emission factor sources, quantification methodology documentation, and a third-party verification statement from a MOCCAE-accredited verifier.
Integration with National Air Quality Reporting
The IEQT integrates GHG emissions reporting with air pollutant monitoring under MOCCAE's National Air Quality Agenda 2031. This is the first such integrated national platform in the MENA region, enabling cross-pollutant analysis at entity and national level.
Paris Agreement Reporting Support
The MRV system is designed to support the UAE's national obligations under Article 13 (Transparency Framework) of the Paris Agreement, feeding into the country's Biennial Transparency Reports (BTRs) submitted to the UNFCCC.
Private Sector Decarbonisation Tools
Beyond compliance reporting, the IEQT platform provides registered businesses with tools to self-assess their decarbonisation progress against UAE Net Zero 2050 targets, track emissions trends over time, and benchmark against sector peers.
Data Validation and Quality Assurance
The platform includes automated data validation checks that identify errors, inconsistencies, and missing information before final submission, reducing the likelihood of verification rejections and resubmission requirements.
Multi-Emirate Coordination
The system operates across all seven emirates, with each emirate authority managing designated entities within their jurisdiction. Federal entities report directly to MOCCAE; local entities report through the relevant emirate environmental authority.
Audit Trail and Document Management
All submissions, amendments, and verifier correspondence on the IEQT platform are timestamped and retained in a regulatory audit trail. Entities must also maintain their own five-year evidence archive in accordance with Article 6 of the Decree-Law.
